Mwangi S. Kimenyi is director of the Africa Growth Initiative and senior fellow of Global Economy and Development at the Brookings Institution. John Mukum Mbaku is a Brady Presidential Distinguished Professor of Economics, Weber State University, and nonresident senior fellow at the Brookings Institution.
