There are those who admit that the term "Congolese Tutsis" is an adaptation of the Rwandan refugees in the DRC, and others who admit that the Congolese nationality of the Tutsis is a legal question. Thus, through this study we have demonstrated the historical character of the nationality of the Tutsis, its sociological and legal character, and the competence of the Congolese state to attribute this nationality.The nationality of Congolese Tutsis has provoked the involvement of foreign countries (Rwanda, Uganda and Burundi), which continues to this day with the M23, and other Tutsi rebel groups supported by foreign countries.
