He is a former Director of Labor-Management Programs at Cornell University Extension, a Federal Mediator, and Chairman of the New York State Mediation Board. He has successfully Arbitrated and Mediated over 5000 Labor-Management and community disputes including the Virgin Islands and Puerto Rico. He has also successfully mediated disputes at the United Nation.
