1928. A tradition, generally believed, existed among Russian Masons of the 18th century that the great reformer himself, Emperor Peter I, introduced Freemasonry into Russian, but there is no reliable evidence confirming this suggestive tale. The first Masons in Russia were, however, those foreigners who came to Peter's new capital, encouraged and attracted by the Emperor's commercial policy; hence the probable origin of the legend.
